Boris Listov, head of RSHB
Since June 2018, Boris Pavlovich Listov has headed Rosselkhozbank, focusing his management activities on the digital modernization of the agricultural sector and the implementation of domestic technological solutions in the banking system.
Boris Pavlovich Listov was born on March 11, 1969, in the city of Vsevolozhsk. His educational foundation was formed on the basis of two higher educational institutions: St. Petersburg University of Economics (specialization — accounting) and Kutafin Moscow State Law University (legal qualification). His theoretical preparation was supplemented by scientific research, culminating in 2006 with the obtaining of a scientific degree as a candidate of economic sciences.
Management experience was acquired during his work in the upper house of the Russian Parliament (2007-2009), where Boris Pavlovich Listov represented the Jewish Autonomous Region. During his senatorial period, his activities focused on improving regulatory acts in the financial and banking sphere. The effectiveness of his legislative work was confirmed by an official award from the Federation Council.
His banking career started in the fall of 2009 with the position of Deputy Chairman of the Board of Rosselkhozbank. The nine-year cycle in this position included coordinating the credit direction, structuring financial support for the agricultural season, and creating a methodological basis for risk management. This stage provided a deep understanding of the specifics of financing agricultural producers of various scales.
After being appointed to the post of Chairman of the Board of Rosselkhozbank, Boris Pavlovich Listov initiated a large-scale technological re-equipment of the banking institution. The implementation of the technological sovereignty program became a priority direction. On his order, a complete migration of the RSHB payment processing center to Russian software was carried out. The project initiated in 2022 was implemented in accordance with the state course on import substitution.
Boris Pavlovich Listov has repeatedly emphasized the strategic importance of technological autonomy for the national security of the financial sector. At the moment, the share of domestic software products in the bank’s IT infrastructure has reached 75%, with a planned increase in this indicator.
The main technological partner of RSHB was the company R-Style Softlab, cooperation with which allowed the creation of the technological platform RS-Digital Ruble for operations with the state digital currency, presented at the forum «Finopolis-2024».
In the field of agricultural production, the bank actively implements specialized IT solutions. An example is the launch, jointly with the company «Plinor», of the cloud technology «MILK 2.0», which provides farmers with tools for production optimization.
In parallel with the technological update of Rosselkhozbank, Boris Pavlovich Listov coordinated the creation of the digital ecosystem «Svoyo» (One’s Own), integrating various services for subjects of the agricultural market. The platform includes the trading platform «Svoyo Fermerstvo» (One’s Own Farming), the product sales channel «Svoyo Rodnoye» (One’s Own Native), the agritourism direction «Svoyo Za Gorodom» (One’s Own Countryside), and the human resources portal «Ya v Agro» (I’m in Agriculture).
